Are sunglasses supposed to cover your eyebrows?

I love those big bug eye sunglasses and aviators and stuff, but are they supposed to cover your whole eyebrow, or are they supposed to sit under your brow? They always look kindu weird on me but i dont know why. Any ideas? thanks!Lea
